We are not using the synchronize rectifier, can we not connected (keep open) the pin OUTE and OUTF pins in UCC28950

You are correct, the OUTE and OUTF pins should be left open circuit if they are not being used. It is also a good idea to use a zero Ohm link to connect the DCM pin to VREF so that the OUTE and OUTF signals are not generated by the UCC28950 controller. This has no bad effects on the controller operation and will reduce system noise by eliminating the high dv/dt edges on OUTE and OUTF. Removing the link allows you to enable the SR signals if you later change your mind.

Diode rectification can be used in the PSFB without any problems. SRs are used to reduce conduction losses in high current outputs and are especially useful for lower output voltages. SRs are almost universally used for high current 12V outputs for example. At output voltages above about 200V diode rectification becomes more attractive especially at very high voltages where SiC diodes are usually used.
Topologically, both rectifiers are the same - if you have a schematic with SRs you can simply replace the SRs with diodes.
