Please tell me the range of operating voltage of V33.
Also, what kind of behavior does the UCD 3138 perform when the voltage of V33 is 2.9 V or 3.6 V ?

V33(D or A) normal operating range is 3.0 to 3.6 volts.
Outside this range the proper functionality can not be guaranteed.
The Brown-Out voltage is at 2.9V, meaning that at V33 below 2.9V you can get a flag or an interrupt (depending on how the BROWNOUT register is configured.
This comparator flag or interrupt can be used by firmware to halt the operation that might not be safe due to supply under voltage.

If voltage drops below 2.5V (VGL), then UCD3138 resets.
No reset if supply voltage exceeds 3.6V, but the UCD3138 operating parameters are not guarantied to stay within the defined ranges if supply voltage exceeds 3.6V.
Also at slightly higher voltages you may exceed absolute maximum ratings and cause irreversible damage to the device.
