    Your diagram shows a pnp,npn latch that pulls FB low (turning off the PWM output) in the event of some issue on the secondary side output.
    Presumably this event is an OVP on the output voltage.
    I don't see any issue with this idea. I think the circuit will work as long as you set the over voltage threshold well above the operating or transient level of VOUT. It is unusual to require a latch off of the power supply but if you require a turn off followed by restart you could consider pulling LINEUV low or LINEOV high with the optocoupler.
