The circuit would work with either VOUT_SCALE_LOOP set to 0.5 or 1 with the appropriate resistors. In this case, Vout os 1.2 V, Vref = 0.6 and VFB = 1.2 * 10 k / 10 k * 10 K = 0.6 V, so you will get proper output voltage with VOUT_SCALE_LOOP = 1.

It depends. Are you asking about the EVM or a customer design? Do you need the voltage to regulate immediately or will you set up the converter via PMBus command prior to start up (This assume you do not need the TPS546C23 output for communication). In any case for 1.2 V output, either VOUT_SCALE_LOOP = 1 0r 0.5 can be used as 1.2 V falls within the range for both.
