As shown in the figure, what are the functions of capacitors C4 and C11 marked in the figure.
And what are the functions of resistors R13 and R14 indicated in the figure.

The purpose of C4 and C11 is to provide differential-mode filtering so that the current sense resistors, Rac and Rsr, can sense the current more accurately, as shown in the picture below. Since capacitors have high impedance at low frequencies and low impedance at high frequencies, they are able to filter out small current fluctuations (high frequency) while allowing stable DC current (low frequency) to pass through the sense resistors.
The purpose of R13 and R14 is to help with negative output voltage protection in case the battery is inserted backwards or there is a short from the battery to ground. Please see Section 8.2.2.1 in the datasheet for more details.
