could you help measure PHASE MARGIN of TPS63060DSCT as below condition.
- Input: Voltage: 3.6V~4.2V
- Output: voltage: 3.3V
- Current: 200mA~300mA

The results may be slightly different for your circuit, due to different capacitance tolerance and voltage derating.
With PM around 40° you might see a few oscillations (initial + 1-2 bumps) in the load transient response, but this is normal. If you want to improve the phase margin, refer to this application note:
