BQ27441-G1: some of the parts bought don't work

I have a design that uses the BQ27441DR as a battery metering unit.

I have built several of these units and at the beginning they seems to be working well, but just recently I have built few more boards and none of them work.

Same design same firmware, no changes whatsoever on the design, and nothing work (from the BQ27441)  interface side. I did notice that the VDD pin-5 is always 0.025 Volts even though the battery voltage is 3.7 Volts. Is this a reason that the BQ27441 does not work? Is there a way to force the VDD to be on all the times. All the boards that work have a VDD of 1.8 Volts

    It appears your units are in a shut down state. Did you connect the GPOUT of the device to the GPIO of your host as described in the data sheet.

    Toggling the GPOUT pin high, then low then high will get the device out of shut down mode back to normal mode.
