Will the BQ24040 be able to charge a long standing 0V lithium battery?(1) there is a battery protection board output 0V, (2) there is no battery over-discharge protection output 0V;

The BQ24040 has a short circuit detection circuit that will limit output current to 15mA when battery voltage is below 0.8V. This may not be enough current to reset the protectory circuit or recharge the battery.

When voltage increases above 0.8V current is increased to 20% of the fast charge current.
