BQ78350-R1: Unexpected behavior of the KEYIN pin

Discharge FET control using Key Input. I'm attempting to use the KEYIN pin to control the Discharge FET on a design that uses the BQ76940, BQ76200, and controlled using the BQ78350-R1. When the KEYIN pin is set to the off position the Discharge FET's toggle on and off ever few seconds. This happens only if the battery charger is charging the batteries, but not when the charger is disconnected. This behavior is unexpected. In my application the charger is attached all of the time and I need a way to turn off the output FET's 

Is this toggling of the DSG FET expected when using the KEYIN to control the output?

What is the recommended way of controlling the DSG FET?

Does the R2 firmware address this Behavior?
