TPS22965: CIN and CL value selection

Hi, the datasheet section 10.1.3 recommends CIN to CL ratio is 10:1, I want to understand the CIN and CL here refers to all the capacitance value on the system(maybe far from TPS22965) or it is the decoupling capacitor close to the TPS22965 pin VIN and VOUT?

If Condition #2 is a concern, then I recommend using a 10:1 ratio. However, if you're using a small amount of capacitance, then I don't see this being an issue.
