Our customer don't use IN_BU and CC.
Both input connects with GND.
Can we connect SYS_BU to GND?

Yes, the SYS_BU pin can be connected to GND in addition to IN_BU and CC. Pins for DCDC5 (L5 and FB5) and DCDC6 (L6 and FB6) can also be connected to GND. PGOOD_BU and IN_nCC should be left floating.
The use for implementing the TPS65218D0 in a system that does not use the backup battery supplies is clearly documented on page 93 of the datasheet in Section 6.1.2 Applications Without Battery Backup Supplies.
