TPS2660: About UVLO setting

My customer has questions.

Customers are considering the TPS2660 for functional safety purposes.
In the functional safety evaluation, it is necessary to confirm the behavior when each part (resistor or capacitor) is broken (Open or Short).
Please confirm the following two points.

1. If R1 of Figure 50 becomes Open during operation,Is the UVLO threshold changed to the value of Default?
→ The customer thought that if R1 was Open while running, it shuts down, but it actually kept working. Is this correct?

2. If the above is the correct operation, it is considered that the cause is that the UVLO pin is connected to the RTN pin.
In that case, I think that I can cope by connecting the resistance value of R3 to GND, but is there any problem?
→ Is there any problem in connecting R3 to GND if reverse connection protection can not be done?
