You can refer the selection tool www.ti.com/.../products.html to select the charger IC; the selection tool www.ti.com/.../products.html to select the gauge IC.

If the 3 battery cells are in series, please check whether BQ24133 (fixed 4.2V/cell) or BQ24172 (adjustable cell voltage) can meet your requirement. If the 3 battery cells are in parallel, you can check BQ25606.
