Is there any long term reliability or functional concerns if EN pin is powered up while IN pin is at 0v?

In our circuit, we have an OR gate and a microcontroller connected to the EN pin of TPS25221.
The OR gate and the TPS25221 IN pin are powered from a +3.3v rail that can be on or off. However, the microcontroller is on a power rail that is always on. This pin on the microcontroller is presenting 400mV when the +3.3v rail is off. We would ike to determine if it is a reliability concern that the EN pin is at 400mV while IN pin is at 0v.
