As below picture show, why BQ28Z610 can not enter sleep mode?

This is different from BQ27541, which can automatically enter sleep mode.

Please stop comms and the dashboard. pull the smbus lines and let them float. The gauge will automatically enter sleep. If you connect a scope there should be pulses on the TS pin every 5s instead of 1s. That indicates that the gauge is in sleep.

No, not if it has continuous comms or a current flowing.
