BQ40Z50-R2: bq40z50-R2 gauge is preventing my batteries from charging/discharging

I am developing an NVDC battery system using the bq40z50-R2 gauge.  My evaluation system is depicted in the attached diagram.  I have confirmed that my bq24770EVM-540 is working correctly.  But the bq40z50EVM-561 (containing the bq40z50-r2 gauge) is not.

I cannot get the bq40z50-r2 to allow for charging or discharging current to flow.  I detach the communication bus plug (P2 in my diagram), set up the bq24770 charge controller using bqStudio to implement a charge current of 1216 mA, then I close bqStudio.

With the evaluation setup still powered, I plug P2 back in and restart bqStudio.  The program instantly recognizes the bq40z50-r2 gauge and it appears to be communicating okay.  But when I connect SYS PRES jumper to PACK- on the bq40z50EVM-561 (as described in the EVM user's guide to start the charge or discharge test), nothing happens.

I can't get any charge current to flow.  Please let me know what steps to do to get my evaluation system working.
