Are you measuring the input or the output of the converter?
I can see that the murata filter is at the output of the converter.
What do you have as an input filter component?

for conducted emission we are measuring in LISN measurement port for positive line DC+.
One more murata filter and common mode choke placed before feeding the power to regulator.

Do you have the part number for murata filter?
Also do you mind showing the filter network at the input?
One thing to try is Instead of using a snubber, could you add a capacitor 4.7uF at the end of your common mode choke before going in to the filter and see if it reduces your fundamental frequency?
