For BQ29330, if the protection and cell balancing funtion fails does that affect the monitoring function. Also, any details ( documents , white papers) on I2C interface and cell balancing would be appreciated. Board designs etc...

In my opinion, if anything in the IC fails, then all functions should be suspected. Thats why a typical battery management system follows IEEE1625 and provides redundant protection.

But, if you are considering use of the bq29330 without a matching fuel gauge, there is very little collateral available other than its datasheet.
