BQ24074: input capacitor is shorted

If input capacitor is damaged caused by something like EOS and result in short to GND, bq24074 could be damaged fatally?

EN1 : GND
EN2 : connected to Vin
Rilim : 1.2Kohm
Riset : 820ohm

Our customer faced a failure case of product returned from the market that input capacitor and output
capacitor are shorted to GND and near 13 pins of the device was burnout.

Can you tell me your view?

Are both input and output pins also shorted when the capacitors are removed?
