The EN low current that I am measuring with BQ35100 in my design is around 18uA as oppose to 0.05uA as specified in datasheet,
I also have bq35100EVM-795 Evaluation Module and it's current consumed with EN low is around 30uA.
How can I achieve 0.05uA of EN low current?

I just have populated BQ35100 and its components. I am providing 3.6V supply on VBATT and VBATT- pins. The Current measured with GE low (JP51 connector pin 1&2 shorted) is 18uA, and current measured with GE high is 55uA.

With this it is possible you are having consumption from some external source other than our IC.
Using the bq35100 EVM i get the following numbers
Gauge Only:
Gauge and I2C line
Gauge and I2C and GE and ALERT/Pulse
Please let me know if you cannot duplicate this result

After taking the above images to duplicate your setup i replaced the Bat pin input resistor to a 3.009Mohm. 
This will isolate the power consumed by the gauge.
while the Source Meter is reporting 0.55uA, the IR drop on the gauge input is ~0.2mV. You can see our gauge is consuming next to nothing.
