We are planning to use BQ24610 for our battery charging circuit.
In reference design you have use 35V rated capacitors from PACK+ to GND
In our design we are using 8.4V battery.
Can we use 16V rated capacitors for this.

Yes. We use higher rated cermaic capacitors to account for the derating that occurs when ceramic capacitors have a voltage applied. The general rule is to use capacitors with 2X their expected maximum applied voltage. The capacitor manufacturer can provide a derating curve. I also suggest using X5R or better capacitors.
