That is correct. Positive polarity means that the current is flowing into the pin, and negative polarity means that it is flowing out of the pin. In this case, -200mA into VOUT means that 200mA is flowing out of VOUT to the load. Because the device is on, this current is flowing from VIN to VOUT.
