Single Cell in-circuit LiPo charger with power meter?

A client of mine has passed to me an existing design of a child's toy PDA

One of the problems with the design is that the LiPo charging circuit doesn't work. It is based around an AAT3693-AA chip with the two-status lines attached to an MCU.

There are two issues with this design: 1. It does not give a percent-charged and 2. It often fails to detect the battery because I'm sure that chip is designed purely for a single-cell battery charger with no other circuitry.

The design goal is a low-cost single cell 3.7V LiPo charger which can also report to an MCU the percentage charged of the battery so it can be displayed on screen in juts the same way a smart-phone will show the battery percentage.

Can anyone suggest a single-cell 3.7V LiPo charge controller IC, and a method of calculating the percentage charged of the cell?
