I'm using the TPS54560-Q1 Step Down DC-DC Converter the input is 24V the output is 5A/5V, do I need a fan or/and thermal pad to help cooling the device.

Since the TPS54560-Q1 is a non-synchronous converter, the dissipation of the freewheeling Schottky diode is approximately 5A * 0.4V * (20-5V)/20V = 1.5W. Depending on the effective thermal impedance and the max ambient/board temperature, you may need some airflow.
For higher efficiency and lower power loss, consider using the LM5146-Q1 or LM25117-Q1 synchronous buck controller with external 40V or 60V MOSFETs.
