But it is odd to use protection MOV in front of the protection IC followed by the power supply circuits when we can use just the MOV followed directly with the power supply ICs- if those ICs will withstand input voltage of up to 75V.

That looks a simpler solution and that is what we are considering now.

What will the voltage rating of components(Like Capcaitors or DC-DC converters) used ? Will it be 75V or lower?

Right now we using DC/DC up to 28Vin, but we would consider choosing LM device that supports 75v with MOV in front of the IC.

But if there is any user/technical guide for TPS2663 that described the changes for pass 1kV surge test per 61000-4-5, it would be a better overall solution.
