LM27761: Possible corrupted VCPOUT line

I'm using a LM27761 to convert 3.3V to -1.5V, a picture of my schematic is shown below

I think my deviations from the layout guidelines have corrupted my VCPOUT line, as i'm getting ~-1.098V on the CPOUT pin and thus no output on VOUT. I've included a screenshot of my PCB layout and was wondering if it is possible that a parasitic inductance could have caused this corruption, or if the issue could stem from something else, like a contact issue (the package was hand-soldered) or perhaps something wrong with my schematic design. All the caps are ceramic and rated for at least 10V, resistors have 1% accuracy and rated for 0.1W.
