What do you mean by a two phase input ?
The normal input to the pfc is two out of phase AC power sources.
You may call this line and neutral or phase A and phase B but in essence this represents a two phase input.
So I believe the answer to your question is yes the UCC28070 can be used with a two phase input to generate 2kW.
