Thank you for the reply. I have gone through the datasheet of BQ35100 and found that Vbat is 5.5 Maximum,
1. So should i reduce the input voltage from 28V to 5.5V using a potential divider and then use the same IC? I am wondering if doing this will give accurate data.
2. And also can it measure high current flow (1A) ?
I am new to selecting battery gauges so please excuse me if my questions sound dumb. I would like to learn more about operation of fuel gauges and their selection. Please share links of any learning resources which would enable me to understand this concept better.

Hello Ravi,
Our EVM user guide for the bq35100 has a reference schematic that shows how the voltage divider should be connected when you have more than one cell in series. 
2. The gauge can measure 1A.
