The datasheet shows the folowing about soft-start time.
(page 12)
What is occured if soft-start time is shorter than input voltage rise time?
*damage a device, unexpected operation etc.

We do not expect damage if soft-start time is shorter than input voltage rise time. You would see increased inrush current. Sort start reduces the instantaneous inrush current that's required to charge the output capacitors. A lower input voltage (like an input voltage which has not risen all the way) must source more current to deliver the same power.
