    Does the blinking correspond to the charger going into and out of termination or does it blink a constant frequency?  Can you send a scope short showing STAT, V(BAT) and I(BAT)?  If you have a highly resistive connection to the battery then it is possible that the 300mA charge current is artificially raising the battery voltage to termination.  Then, when the current goes away, the battery voltage droops below the recharge threshold.

     If blinking is constant frequency independent of charge current then it is one of the errors below:

    Charge suspend - what is the input voltage at PVCC relative to V(BAT) voltage near end of charging?

    Input overvoltage - unlikely

    Battery overvoltage - possible if large transients on system are causing supplement through BATFET diode

    Timer fault - what is the timer set per TTC pin?
