The LM5085 is a PFET controller. The FET will be off when the gate-source voltage is below the turn-on threshold. The FET will be on when the gate-source voltage is above the turn-on threshold. The VCC capacitor is charged to 8V below VIN in order to set the gate to VIN-8V (this moves past the threshold, turning on the FET).
