Does the Vin terminal work even if it is open?
In the circuit in Figure 11, current flows from the VIN pin at startup, but after the VCC voltage is supplied from T1, all drive power of the IC is switched from the VCC pin to the supply.
Can you guarantee the operation if the Vin terminal is not applied 15V or more?
If you need 15V, how many current can be supplied at 15V to prepare an external power supply?
Tell me the minimum required power. It will be needed to build an external circuit.
