Hi Ghada,
The BQ78350-R1 can be configured without using the EV2400. The details for the data flash are available in the BQ78350-R1 Technical Reference Manual: http://www.ti.com/lit/ug/sluubd3d/sluubd3d.pdf
However, if you are not very familiar with the device, I highly recommend using the EV2400 and BQStudio (BQStudio requires the EV2400). This will allow you to setup and and debug your application in order to determine your settings. I also recommend reading through the Gas Gauging section of the Using the BQ78350-R1 app note as there are some important steps to setting up a battery gauge for accurate performance: http://www.ti.com/lit/an/slua924/slua924.pdf
