I would like to ask if the VIN_DC voltage of the bq25570 is to maintain 1V at all times, or just a one-time 1V wake-up

    Benson,

    Once VSTOR >1.8V, VIN_DC can drop as low as 100mV and the boost converter will operate.  If VSTOR<1.8V, then the cold start circuit turns on and VIN_DC >600mV (typo in graph above) for the cold start circuit to operate.
