TLV61224: Vin = Vout, Don't Know What Im Doing Wrong

Hi, I'm using this chip tlv61224 to obtain a constant power output supply of 3.0V out of two AA batteries. The load is about 20mA. I'm wiring this chip as stated in page 1 of the datasheet "Typical Application Schematic". No matter what the input voltage is the output voltage is the same. If Vin = 2.1V then Vout = 2.1V and so on. I'm pulling my hair out with this one. Any help is greatly appreciated. Thanks, Robert.
