If i understand the issue correctly (please correct me if I am wrong), you're seeing a 5VDC voltages on TP700 and TP701 when applying 7.8V, 700kHz pulses at the inputs with VDDx = 5V? From the description, it sounds like the outputs are both stuck high and the driver is not recognizing the low commands from the input.
Can you share waveforms that your seeing LI, HI, VDD, TP700, TP701 and SW? How are you probing the high-side gate? Can you also please confirm the load at the driver's outputs?

Your understanding is correct.Actually I kept HO and LO open so there is no Load on driver this might be reason of Gate outputs are both stuck high and the driver is not recognizing the low commands from the input because bootstrap is not charging and discharging. Is my understanding is correct?

I kept HO and LO open so there is no Load on driver this might be reason of Gate outputs are both stuck high and the driver is not recognizing the low commands from the input because bootstrap is not charging and discharging. As I connect HO and LO to GaN FET, LMG1205 driver is working fine.
