My customer uses LM4041C based on below schematic. But customer wants to short circuit R2 in below schematic to get a Vref output. Can you help confirm is it OK to short circuit R2? Is there any risk here? Thanks.

You can short circuit R2 resistor. There is no problem.

Hi Wayne,
to add on to Trailokya's response. The default configuration, without gain, is open R1 and short R2. this will output the 1.233 from the datasheet.
If you short R2, make sure to remove R1 because of leakage from Vz to GND.
