WEBENCH® Tools/TLV61220: Output voltage "sagging" with 30-40 mA load

Hi my question is a lot like this one: https://e2e.ti.com/support/power-management/f/196/t/660545?tisearch=e2e-sitesearch&keymatch=tlv61220 which is marked Resolved but the solution isn't shown there.

I want to boost 2.7V - 4.5V up to 5.5V, at current of 30-40mA. 

At, say, 4.1VIN, and with no load, the TLV61220's output is 5.5V as expected. But when we connect our load (30-40 mA), VOUT "sags" down to 4.7V.

I've tried a larger inductor (soldered in 2 of the L2 inductors in series).

WeBench simulation seems to suggest that I should get 5.47 VOUT, even at as low as 2.7 VIN, and even with up to 50 mV of load.

My R11 and C14 can probably be ignored--they're there to give me a way to solder in an RC filter if needed, and are unpopulated (R11 has a trace connecting its pads, which I cut if I need to solder a resistor to the pads)
