UCD90320: Resetting device to factory default / unexpected random enabling of rails

I have this strange behavior of the UCD90320, that DURING initial programming after shipping, the rails are enabled unexpectedly and in random order!!! This is absolutely shocking to me since the sequencer is used to orchestrate 28 rails that have very strict requirements for sequencing!!! I am not sure if the damaged FPGA (6000 US$!!!) we encountered lately is due to this erratic behavior!

Now I wanted to find out if I can make some sort of a "dummy"-Config that is first written to the device before programming the final configuration. This dummy-config can hopefully be defined in a way to prevent the device from going mental during programming of the final config. Since I don't have any devices that are in factory condition anymore, I'd like to reset one of the already programmed devices to factory defaults to develop the aforementioned dummy config. In your guide "Configuration Programming of UCD Devices" from 2010(!!!) on page 30 you describe this exact method by using the provided function "Clear Configuration" from the "Tools" tab. Unfortunately, this tab is no longer available in Fusion designer 7.1.1. How can this "factory reset" be done with the latest tools?

Maybe someone has a tip for me how to prevent the UCD90320 from randomly enabling the rails by applying another trick?

BTW: No, all enable inputs at the power converters we use are active high, so this can't be the reason for the observed behavior!
