The recharge cycle is described as when one of the states 1 to 4 is detected.
For example, if the battery voltage is below the VBAT (REG) -VRCH threshold, will it move to the recharge cycle even if HZ_MODE bit remains at 1?

    After terminating the first (new) charge cycle, without entering HiZ mode (CD pin, HiZ bit or input power removal) or toggling /CE, the voltage sensed at BAT must drop below VBATREG - VRCH for a recharge charge cycle to start.    With HZ_Mode = 1, the buck converter is disabled so no charging.  But as soon as HZ_Mode bit goes back to 0 (or you toggle charge enable bit), the new/recharge latch is cleared and a new charge cycle starts, meaning charge resumes even if V(BAT) > VBARTEG-VRCH.
