BQ24104: CELLS input - can it be tied to BAT?

I am having an issue with the BQ24105 programmable output. Our intrinsically safe design requires a small fuse between the output (OUT) of the charger and the zener clamp I must place at the SNS resistor. I would like to replace the BQ24105 with a fixed output BQ24104. My problem is that I do not want to scrap thousands of PCB's designed for the '105. 

We are blowing fuses in the field, which I believe is caused by the programmable output of the '105 'swinging' till it finds its reference back to FB pin. I am charging 2S cells at 8.2V. The replacement would charge to 8.4V, but the feedback loop has no direct connection to VCC, just BAT. 

My question is, if I remove just the resistor connected from FB to GND, and leave in the resistor connected from FB to BAT, will the output initially be at 4.2V, then switch (once the CELLS pin detects the 4.2V) to 8.4V.
