REG11=0x95,
REG12=0x00,
REG13=0x3F,
REG14=0x39,

1, VBAT is 3.7. VBAT > VBATSHORT

2, REG0C=0x00

3, VSYS is loaded, not empty.

4, REG0B=0x76, meaning the usb DCP mode, Fast Charging mode.

The query is ADC cannot collect charging current.

In the actual test, the charging current is very close to the current of the system load, which varies from 300mA to 400mA. After a long test, it was found that the battery was not charged at all. The battery voltage is decreasing all the time. The value of the state register, REG0B, is always 0x76

Are you saying the device charges initially then stop charging? Could you please provide step-by-step test procedure to duplicate the behavior you observed?
