All regulators I am aware of have a min off time figure, with that time dictated by the time to recharge the boot cap.
The min off time is a major contributor in determining max duty cycle, with many of the regulators I support being 98%.
Is 98% enough to fulfill your application?

The device has low min off time to achieve large duty cycle.
For lower power converters who integrate there bootcap you can get 100% DF.
