UCD9081: Using sequencer to power FPGAs

Is there a way on power up to generate a pulse from the GPIO?  I want to bleed down a rail before I start the power up sequence.

At the end of my power up sequence I have it raise FPGA Config to allow the FPGA to self configure.

Is there a way to cycle the Config  (GO3) low for 10ms then high when any Voltage drops out of spec?
