    That should be a mistake, I'm sorry, yes, you are right, if OVP happened, it should trigger Slave's OVP first, then trigger Master's OVP latter.

    Form the schematic side view, the resistor division ratio for master is a little lower than the Slave's , so when it trigger OVP, the volatge on Slave's OVP pin is a little than the Master's OVP pin, that means it should trigger the Slave's OVP first.

    If Slave's LED open, it will be detected also by master and it will drive to OVP and trigger the fault condition and stop swithching.
