TPS54331: current waveform abnormal when output shorted to ground

Hi, my customer design a circuit below for 9-24V input, 5V output buck

They tested by short VCC_5V0 to GND and then power up TPS54331 with 9V input.

The waveform is as below:

green- load current(which should be the same as inductor current since the output caps are shorted)

blue- PH, red- COMP, yellow- VCC_5V0.

PH waveform is okay since the frequency is about 570kHz/8, which is in accordance with the datasheet that it will reduce the frequency when Vsense is low.

But the current waveform is strange, it doesn't correspond with PH.

Do anyone know why the current is like this? And it seems that the current limit is not working in the output shorted condition.
