Goodday, I'll love to build a laptop power bank with the BQ25703A that provides a 19v 2amp.But I don't know which controller to use with the BQ25703A. I have little knowledge about mcu, thanks.

If you need USB Type-C interface, TI has USB Type-C power bank reference design can be leverage for your design:

If you don't need Type-C interface, then TI MSP430 series ultra low power MCU can be one of the candidate for your design.

That's cool I have two laptops. One uses a USB C port and the other the standard dell's port 19v. Is there a way I can modify TIDA-01627 to produce 19v. I see that the the controller TPS65987D as two switches, can I connect a 19V to PP_HV2 so I'll get 19V at VBUS2. Our if you have a better idea I'll appreciate.

The PP_HV2 of TPS65987D is used for FRS functions per USB TypeC spec requirement. For non Type-C port, I would still suggest you use MCU solution. Thanks.
