As shown in the following schematic, can we exchange the V_POE and PSE- pins in the TK2A transformer PIN 7 and Pin 10? Will this cause the PD side to be damaged?

Hi Sam,
Yes you can flip them. Per the IEEE standard, for Type 1 and Type 2 PSE applications, pairs 12 36 (alt A) can be flipped.
It is the requirement on the PD side to accommodate both polarities and should not damage. The PD does this by using a rectifying bridge on the PD front end. You will find this on all our IEEE compliant PoE PD reference designs and EVMs.
