Pressing the boot switch is the correct way to come out of Shutdown mode. The FETs are disabled by default. See this thread for information on setting the FET_EN bit in dataflash to high:

thank you sir,

even though we enabled the FET_EN in manufacturing status init it is not enabling the FET inExit SHUT DOWN mode.

after exiting the SHUTDOWN mode the LEDs are turned ON but it is not stable after 4sec they are turned OFF .

please provide us correct solution

Can you send me your data flash settings and I can take a look? You can click the Export button on the Data Memory screen of BQStudio to save a .gg.csv file.

Ok Sir 

Before SHUT DOWN CHG,DSG, PCHG Registers are made high and device function is good.check the inserted file.LI-ION.gg.csv

then we gave SHUTDOWN command and tried to give boot signal .then the FETs are not ON .CHG , DSG , and  PCHG registers are becoming low why they are not set? i think this is the problem and thats why FETs are not ON , how to resolve my issue.check the attached file after SHUTDOWN.LI-ION SHUT DOWN.gg.csv
