TL431: Connection of TL431ACDBVR pin2, (SOT-23-5)

In the datasheet, TL431ACDBVR (SOT-23-5) pin2 describes Pin 2 is attached to Substrate and must be connected to ANODE or left open.

My question is Why does pin2 need to connect to ANODE? For heat dissipation? And why it can left open?

    The reason we have this specified is because pin 2 is attached to the substrate as it mentions, which must be connected to the most negative potential of the circuit, which in this case, is the anode or an open condition. This pin, unlike pin 1 on the same package, is not a true NC (no connect) and requires it to be handled that way. A true NC can be either left open or connected to a plane, but pin 2, please follow the substrate requirement.
